Virgin Traffic Control I have been a victim of this several times.
Phone up and P*** in their ear and they will release your port throttle manually. They call it HU (high utilisation) limiting. It's damn frustrating.
Is anyone aware of the legality of this practice? Their proposition is unlimited downloads (inferring quantity, yes, but speed too, up to the rate you pay for) Surely the 'up to' bit only covers physical limitations, NOT manual throttling, surely?
